Категория, введенная в отечественную науку сторонниками теории оптимального функционирования экономики (СОФЭ). По их мнению, это была одна из народнохозяйственных оценок, возникающих в процессе составления оптимального плана одновременно и совместно с натуральными характеристиками выпуска продукции и распределения ограниченных ресурсов (см. Дефицитность ресурсов). С математической точки зрения необходимость оценки природных, как и других ресурсов основывается на положении оптимального программирования, в частности, линейного программирования о том, что все факторы, участвующие в производстве, должны оцениваться по их вкладу в приращение критерия оптимальности экономической системы — то есть по общественной полезности таких ресурсов. С другой стороны — затратной — эта же величина может рассматриваться как объем экономически оправданных затрат на замену оцениваемого ресурса другими без изменения при этом объема выпускаемой продукции (см. Затраты замещения). Проблема экономической О.п.р. привлекала внимание экономистов примерно с середины 50-х гг.. Были теоретически разработаны методические положения и экспериментально проверялись оценки двух видов: кадастровая и планово-перспективная. Предметом первой являются все эксплуатируемые или подготовленные к эксплуатации (хозяйственно освоенные) природные ресурсы, объектом второй — недостаточно освоенные ресурсы. Кадастровые оценки учитывают эксплуатационную и средозащитную ценность природных ресурсов и некоторые другие их характеристики. 4 СЭС, стр. 1270.
